Legal requirements for the import of pet birds from third countries:

Please consider that upon entry of pet birds from third countries, two legal regulations must be taken into account:

  1. Wildlife Conservation Law (responsibility: Customs)
  2. Animal Disease and Animal Welfare Law (responsibility: Border Veterinarian at the first EU airport of entry)

The provisions of wildlife conservation law must be clarified. If necessary, you will need a special export permit (CITES export). If this is the case, in the second step, you will need to apply for a wildlife conservation import permit from the Nature Conservation Authority in Germany (CITES import).

Wildlife Conservation Database By entering the scientific name of the pet bird, you can check in the Wildlife Conservation Database of the Federal Agency for Nature Conservation whether it falls under wildlife conservation law. www.wisia.de

Since customs is responsible for monitoring and compliance with wildlife conservation provisions during import, you can also contact the relevant colleagues at Munich Airport (Prohibitions and Restrictions Unit, VUB.hza-muenchen@zoll.bund.de).

Animal Disease and Animal Welfare Law Once the aspects of wildlife conservation law have been clarified, the provisions of the animal disease and animal welfare law must be complied with in the second step. There are clear regulations for the import of pet birds. An informal certificate is not sufficient. As a result of the avian influenza situation, the EU has also issued protective measures for pet birds, which must be strictly adhered to.

Please note that upon entry from a third country, a document check or identification verification is generally carried out. For this purpose, the accompanying person must register the animal at the border control point.
